BELMAR — A $1 million capital campaign to build a multifaceted "sailing center," which will support the educational and philanthropic activities of the Friends of Belmar Harbor and the borough's municipal government, was kicked off at a news conference at the L Street beach on the Shark River on Wednesday.

The center will reach more than 400 children this season in programs from high school sailing teams to a low-cost camp instruction, scholarship and inner-city sailor programs. About $800,000 in state grants has already been raised, and $1 million more is needed. The borough is donating the land for the project.
